Prize announced to prove Turing Machine

This article said that Wolfram Research and Stephen Wolfram announced US $25,000 prize for the first person or group to prove or disprove that the Turing Machine can art as a universal computer. I check from http://en.wikipedia.org/wiki/Universal_computer, the universal computer is a Turing Machine that able to simulate to another Turing Machine. What I keep thinking is, is this really so important that they want to give US $25,000 to whoever that prove this? What do you think?
